It is also a good preparation for the institutional quality assurance test (ITK).

What does the scan offer?

A baseline or intermediate measurement on eight inclusion aspects, linked to vision, policy, organization, results and quality assurance. The scan provides insight, offers discussion input and provides concrete tools for improvements or adjustment of policy.

Who is it intended for?

The policy scan is for policy makers, supervisors, managers, CvB members and others who want to embed inclusion in education policy and practice.

More about the policy scan

How do you map out the current vision for inclusive policies in mbo, hbo or wo?

How do you ensure that the design of education, buildings and facilities meet the needs of students with support needs*? The policy scan helps you address inclusive accessible education and student welfare.

Why the policy scan?

The purpose of the policy scan is to analyze the effectiveness and efficiency of existing policies and make recommendations for possible improvements. How inclusive is your educational institution or program? The policy scan provides insight into the stage of development with a baseline / intermediate stage measurement and outlines a perspective of how things can be improved. With tools you can immediately set to work on tightening the existing policy or formulating new goals. Also consider the assurance of quality assurance, accountability to students and the inspectorate, and preparation for the institutional quality assurance test.

Guide

With questions and statements, the policy scan provides guidance and input for a good conversation, on topics such as:

Creating vision, support and commitment to studying with support needs and student wellness at all levels of the educational institution.

Investing ownership.

Approach to developing and implementing inclusion policies.

What inclusive education requires of your organization.

How does the policy scan work?

The policy scan focuses on the (continued) development of the following facets:

staff: differences and securing support for students

Policy: how employees shape and interpret inclusive policies

organization: investing inclusion policies with employees trained to do so

results: monitor and adjust implementation of inclusive institution policy

Inclusion aspects

The policy scan zooms in on eight key aspects of inclusion:

Information and education

Physical accessibility

Guidance

Expertise

Learning pathways

Testing and examination

Ensuring quality

Internship and work.

Policy scan participants

As the client, you decide which colleagues will participate in the policy scan; often they are student deans, academic career counselors, managers, executives, Board of Trustees, and students by experience.

Process guidance for policy scan

As an independent partner, ECIO supports and guides the entire policy scan process, including:

preparation

composition of the groups

guidance in completing the policy scan and moderator of dialogues

taking minutes and developing the reports into partial and overall reports

presentation of outcomes.

Application of policy scan

The policy scan is a comprehensive evaluation of current policies within an organization. This scan includes the initial intake interview, preparation of an interim report, receipt and processing of feedback, and preparation of a detailed final report.

Investment

The investment for applying a policy scan is variable and depends on the size and intensity of the implementation. This means that factors such as the size of the organization, the complexity of the policy and the required depth of analysis will influence the total investment. You can also use quality funds for this purpose.

Many educational institutions preceded you, including:

Yonder (17 locations)

Viaa University of Applied Sciences (two group discussions: students and staff separately)

Van Hall Larenstein University of Applied Sciences (4 group interviews: 2 locations with students and staff separately)

Haagse Hogeschool (8 group discussions: 1 at central level and at 7 faculties)

Hanze University Groningen (4 group discussions).

Utrecht University of Applied Sciences

NHL Stenden University of Applied Sciences

Zuyd University (3 group interviews and overall report)

Erasmus University Rotterdam (8 group discussions, policy advice and plan of approach for policy implementation)

Delft University of Technology (1 group interview with students, 1 group interview with education professionals, 1 overall report)

Eindhoven University of Technology (3 group discussions)

Hogeschool Inholland (6 domain group interviews and 1 overall report)

Amsterdam School of the Arts (academy group interviews: 1 central level group interview, 7 sub-reports, 1 overall report)

Breda University of Applied Sciences (2 group interviews with students and education professionals, 1 overall report)

Hogeschool van Amsterdam (2 group discussions).

Graafschap College

Open University (2 group discussions with students and 1 group discussion with education professionals)

Implementation and assurance of inclusive education policies

After applying the policy scan, ECIO can also support you in implementing and securing inclusive education policies.

The policy scan helps you identify existing policies on accessibility, support and student welfare and strengthen them in a targeted way.
