The HAN, HU, Windesheim and work field partners work together to develop knowledge, tools and best practices that better support this target group in their search for work. ECIO acts as a sounding board and participates in the project’s advisory committee.

Despite the structural labor shortage, many people with support needs remain on the sidelines. Research shows that the goals of the Jobs Agreement Act are not being met and that the Participation Act does not sufficiently match the needs of job seekers on welfare. All4Talent strives for an integrated approach in which experience experts, employers and policy makers work together on a regional and national level to promote inclusion in the labor market.

Core issues of All4Talent

All4Talent, launched in February 2025, focuses on key issues for achieving an inclusive labor market over the next four years:

How can sustainable inclusion for target groups with support needs be achieved?

What are the hindering and promoting factors in finding suitable work?

Which actors play an important role in this transition?

What knowledge, best practices and forms of collaboration are needed to ensure a smooth transition from school to work or from non-work to work?

These questions lead to the development of concrete solutions that will be shared in the form of a toolbox.

Innovation and sustainable inclusive employment

The labor market is changing rapidly due to technological advances and other social developments. The All4Talent project aims to provide both short-term solutions and a long-term vision in which inclusive employment becomes the norm. This means that employers make room for employees with support needs not only out of economic considerations but also out of social responsibility.

The focus is also on breaking down pigeonholing and creating decent work. The project explores how policymakers can simplify regulations to make inclusive employment easier. It looks at how professionals can use the space in the rules to promote inclusion.

Toolbox for inclusive labor market solutions

The partners in the SPRONG program All4Talent are developing a toolbox of new knowledge, best practices, products, services and collaboration methods to strengthen an inclusive labor market. A knowledge platform ensures the exchange of knowledge and the joint development of solutions.

Years of collaboration for sustainable impact

The HAN, HU and Windesheim have worked together for many years to promote an inclusive labor market. This long-term collaboration strengthens the network and enables greater impact. All4Talent responds to current developments within the labor market regions (AMRs), which must implement a renewed labor market infrastructure by 2026. In these regions, public and private organizations work together to guide people to suitable work.

Working together for a better future

Through collaboration between educational institutions, employers, experts by experience and policy makers, we can ensure that the labor market becomes a place where everyone’s talent is utilized.
