This certainly applies to students with support needs, for whom finding suitable employment is a prerequisite for full participation in society. The Netherlands is currently working on the law “From School to Sustainable Work,” which should support young people up to age 27 in making this transition. In the plenary debate on June 24, 2025, the focus was on ongoing guidance, the role of municipalities, the necessary funding, and equal opportunities. This law, aimed at young people up to age 27 from practical education, special pathways, and secondary vocational education (MBO), provides a solid foundation for an inclusive labor market.

Many countries have already developed interesting initiatives that promote the connection between education and the labor market, and some of these examples can inspire the Netherlands to further expand and strengthen the law.

Once the law is passed, the Netherlands will have a strong foundation for an inclusive labor market, with a combination of legal obligations, financial incentives and regional cooperation. Despite the fact that this law is aimed at practical education, hopefully the higher education sector will also be able to draw great examples and inspiration from this and join organized collaborations around this law. Following this, other countries already offer us inspiring examples where the government and educational institutions are already structurally committed to improving the labor market opportunities of students.

Inspiring examples

Finland: performance-based funding boosts employability

In Finland, since 2021, part of government funding for universities has been linked to the employment outcomes of graduates. Specifically, 4% of funding depends on the number of graduates finding employment as well as the quality of those jobs. While this does not impose a legal obligation on institutions to offer job guarantees, it is a powerful financial incentive to improve student employability. Universities are thereby incentivized to work more closely with industry, better align the curriculum with the labor market and actively guide students to suitable employment. This performance-based approach emphasizes the importance of measurable labor market successes and creates greater accountability among educational institutions.

France: legalization of work-integrated learning (alternance)

France has a legal system of “alternance,” which combines learning and working within a single training pathway. This model is firmly rooted in the French Labor Code and the law “For the freedom to choose your professional future” (2018). Students alternate between taking classes and gaining work experience with an employer, with whom they also enter into an employment contract.

Responsibility for designing and implementing these programs lies with both educational institutions and employers. Funding is shared by companies through a mandatory training levy, and administered by France Compétences, the government body that oversees the quality of vocational education.

This structural collaboration provides a direct connection between training and work, and increases the likelihood of sustainable employability after graduation. Especially for students who benefit from hands-on learning and work experience in a protected environment, this model offers great potential.

Scotland: outcome agreements with labor market focus

In Scotland, higher education institutions make so-called outcome agreements with the Scottish Funding Council. These agreements contain concrete goals in the areas of educational quality and labor market success, including the percentage of graduates finding professional employment within a certain period of time. Although these agreements do not legally require students to find employment, institutions are judged on these outcomes. This indirectly affects their funding and encourages proactive efforts on career guidance, internships and alumni networks.

Lessons for the Netherlands

The three examples show that different policy instruments, from financial incentives and legal frameworks to performance agreements, can be effective in improving the connection between education and the labor market. In particular, legislating work-integrated learning or including labor market goals in funding models can contribute to sustainable employment participation of even students with support needs.

For the Netherlands, these examples offer starting points for future policy. A stronger link between education and work, combined with customization and support, can contribute to an inclusive labor market in which no one is left out. The Scottish model shows how policy agreements with measurable objectives can encourage institutions to adopt a more labor market-oriented approach, without direct legislation.

Getting started!

Commit to collaboration and ongoing guidance to build equal opportunity for all students.

The transition from education to employment is an important issue in many countries.
